Summary
The King County Wastewater Treatment Division (WTD) has a staffing need for an experienced and technically proficient Human Resource Associate.
The HR Associate is a key member of WTD's HR team and is responsible for administrative and technical support of WTD's recruitment efforts. This position organizes and deploys key elements of selection processes including, screening, testing, evaluating, and hiring talented, committed, and hard-working individuals. The HR Associate also organizes, prioritizes, coordinates, and responds to a variety of regularly occurring work assignments, special projects, research, information requests, and creation of documents.

Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

WORK LOCATION: Primarily telecommuting and the King Street Center 201 S. Jackson St., Seattle WA 98104
WORK SCHEDULE: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week.
Job Duties
Assist in recruiting activities including communicating with candidates, scheduling and preparing documentation for interviews, facilitating pre-employment processes, preparing hire letters and filing employment documents.
Communicate with internal and external applicants in person, over the phone, and via e-mail. Act as liaison between applicants, recruiters, and the division.
Schedule applicants for testing and interviews. Administer applicant skill testing.
Prepare materials and recruitment selection information for interviews.
Coordinate, track, and monitor a variety of HR documents and work requests in electronic and paper format.
Coordinate documentation of employment process and completion of hiring documents for new hires.
Use PeopleSoft, NeoGov, Word, Excel, Teams, Zoom, SharePoint and visual management system to track recruitment activity, create letters, and generate reports.
Research and identify recruiting, advertising, and outreach opportunities/events. Attend events and promote WTD employment opportunities.
Cross-train and back up other team members in assorted duties in support of HR, including, but not limited to: SharePoint maintenance and design, records retention and upkeep, and personnel change notice tracking.
Assist with the maintenance of human resources files and records. Maintain security of all personnel files, medical files and I-9 forms, ensuring compliance with federal, state and county laws and guidelines.
Maintain confidentiality related to human resources issues, including employment decisions, selection processes, testing, criminal history records, disciplinary, and other complex issues.
Conduct detailed background reviews on applicants including criminal conviction histories and employment references/verification.
Experience, Qualifications, Knowledge, Skills
Knowledge and experience of increasingly responsible administrative support responsibilities in the area of human resources.
Ability to provide exceptional customer service and provide clear communication both orally and in writing.
Knowledge of human resources employment practices and guidelines.
Excellent organizational skills with the ability to work on multiple projects simultaneously and complete projects within specified deadlines.
Demonstrated ability to effectively problem solve, apply good judgment and initiative.
Ability to maintain confidentiality and use discretion when handling sensitive information.
Demonstrated ability to establish and maintain effective working relationships with a diverse group.
Demonstrated skill in the use of PeopleSoft or other HRIS system.
Demonstrated skill in the use of NEOGOV or other electronic applicant tracking system.
Skill in reviewing and compiling data, developing reports, and creating charts and diagrams.
Ability to create, proofread, edit, and format documents according to standard business writing practices.
Excellent computer skills that include: Word, Excel, and Outlook.
