Part-time 10 – 12 hours per week
The Georgia Department of Public Health (DPH) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) seeks a qualified Training Consultant (hereafter referred to as “the Consultant”) to assist with establishing a Training Committee and planning the committee’s work for the WIC Management Information System (MIS) and Electronic Benefits Transfer (EBT) Project (also called “eWIC Project”). DPH WIC currently issues food benefits to participants via paper vouchers, which the participant may redeem at retailers (e.g. grocery stores, pharmacies, and commissaries). The eWIC Project will transition DPH WIC from issuing paper vouchers to issuing food benefits via EBT cards. The project includes the transfer and implementation of a new statewide MIS that will replace the four front-end systems and one back-end system currently used by the approximately 1,300 DPH WIC staff at the state, district, and clinic levels. The eWIC Project will also update the program policies and business processes used by all DPH WIC staff, retailers, and participants.
The MIS and EBT contractors will be responsible for developing and conducting trainings for WIC staff. The Consultant will review and provide feedback on the contractors’ Training Plans. Their training plans will include training for User Acceptance Testers, Superusers, state and local agency staff, participants, and retailers. Training for local agencies will be conducted the week before their scheduled roll-out. Statewide rollout will consist of a pilot and five waves.
The Consultant will assist the Project Management Team (PMT) by providing expert advice and tools to ensure DPH WIC employees and participants are adequately trained. The Training Consultant will develop or draft a Training Plan covering how DPH WIC will address the many changes to DPH WIC policies, procedures, and business processes that will accompany eWIC Project implementation. The Consultant will provide a detailed approach for how these training topics will be delivered in relation to the contractors’ system training. The Consultant will also work with the PMT to define and establish a Training Committee that will continue training-related work after the Consultant’s departure, including coordinating logistics, evaluating training effectiveness, and updating the Training Plan or materials as needed. The Consultant will provide the Training Committee with tools (e.g. checklists, processes, reference documents) required to complete their assigned tasks. The PMT will provide the Consultant with the orientation and resources required to understand and assess the program’s nuances. The Consultant must quickly and deftly absorb and incorporate DPH WIC’s needs into their work products.
The Training Consultant will report to the eWIC Project Deputy Director, collaborating with the eWIC Project Management Team, Organizational Change Management Team, Communications Team, and other program, division, or department stakeholders as needed to gather information and accomplish tasks.
Tasks
Establish eWIC Training Committee, including assigning objectives/tasks, suggesting committee member qualifications, and documenting committee norms
Develop or draft Training Plan and tools for the Training Committee to utilize to for training on GA DPH WIC policies, procedures, and business processes. The plan will include the approach for coordination with the contractors’ trainings.
Review and provide feedback on contractors’ system Training Plans and environments.
Develop checklists, rubrics, or other tools that Training Committee will use to evaluate the contractors’ training materials
Assess training needs, resource availability, and logistical limitations of GA DPH WIC employees statewide to inform all reviews, tools, and plans
Develop outlines and templates of training materials that will be updated by Training Committee
Minimum Qualifications

Demonstrated expertise in instructional design and adult learning methodologies
Experience developing training plans and templates for a diverse set of learners

This is a federal grant-funded position.
Current State employees are subject to State Personnel Board rules regarding salary.
DPH accepts educational credentials recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE). DPH will contact educational institutions to verify degree, diploma, licensure, etc.
